Cover baking sheet with parchment paper or foil. Combine all ingredients except chocolate chips. Mix with electric mixer until well mixed. If dough is too sticky add up to 1/4 cup more powder sugar until somewhat stiff but not dry. Form into small balls (about 1 inch or less) and place on prepared baking sheet. Place candy in freezer or refrigerator to chill (about 20 minutes in freezer or 1 hour in refrigerator) Melt the chocolate chips and dip each ball. Return to refrigerator. Store in refrigerator.
