Cook beef, green pepper, onion, garlic, salt and pepper in a large
pot over medium-high heat, breaking up lumps with a wooden
spoon, until well-browned, about 5 minutes.
Add tomatoes, paprika, chili powder, macaroni, and tomato paste.
Add some water, a Tbsp at a time, if mixture seems too dry. Simmer
until macaroni is tender, about 10 minutes.
