Preheat oven to 350 degrees. Position rack in center. Line a roasting pan with aluminum foil. In a small bowl combine salt and 1/2 tsp pepper. Sprinkle over all sides of roast. Place roast, fat side up in roasting pan. Place crackers in large ziplock bag, with a rolling pin, lightly pound bag until finely crushed.
In a bowl, combine cracker crumbs, walnuts, chives, parsley, rosemary and remaining 1/4 tsp pepper. With a fork, stir in dressing until blended. Press crumb mixture over top of beef. Roast a minimum of 1 hour and 45 minutes or as needed to reach above 135 degrees F for medium rare.
Cover with foil if crust browns too quickly. Transfer beef to platter and let stand for 15 minutes before slicing.
