Combine butter and peanut butter in large saucepan over low heat. Once melted, add marshmallows and vanilla and stir until marshmallows are melted. Remove from heat. Add Rice Krispies and stir until well coated.
Grease a 9x13" baking pan. Spread Rice Krispies in pan and cool. Melt chocolate chips on low in medium sauce pan, or in microwave for 1 minute. Spread melted chocolate over bars, and cool. Cut into 16 bars.
