Heat oven to 350°. Cook, crumble and spread the sausage in the bottom of the casserole. Slice hard boiled eggs and put on top of meat. Sprinkle chips on the very top.
Make the cheese sauce by melting the butter, adding the flour and stirring well. Slowly pour in the milk and mix until smooth then add the grated cheese. Pour cheese sauce over all and sprinkle with any leftover cheese.
Bake until hot and bubbly.
