Preheat oven to 425 degrees. Line a baking dish with foil. Mist with cooking spray.
Place milk in a shallow dish. Place flour in another shallow dish. In a third shallow dish, combine breadcrumbs, chili powder, and paprika. Add melted butter to breadcrumbs. Toss to combine.
Season fish with salt, and pepper. Dip into milk. Coat with flour. Dip in milk again, then in breadcrumb mixture, coating completely. Transfer fish to prepared sheet.
Bake until fish is just cooked through, about 10 to 15 minutes, depending on thickness.
