Preheat oven to 350. Spray 13X9 baking dish with cooking spray.
In Skillet Cook onions, rotel and salt. Sprinkle with flour.

Slowly add chicken broth and cook until slightly thickened. Stir in cream cheese 2 TBS at a time, until melted. Add Chili powder, garlic powder heavy cream and chicken.

|
|
Place 6 tortillas in the bottom of baking pan. Spread 1/2 chicken mixture over tortillas. Top with 1 Cup cheese. Place remaining tortillas on top, add remaining chicken mixture and top with cheese.

|
Bake 30 min until bubbly and lightly browned.
Let stand 10 min before slicing
