In a 10-12 inch skillet over medium heat, stir
beef until crumbly and browned, drain. Stir in
garlic, onion, basil and tomato sauce. Cover
and simmer 30 minutes to blend flavors. Cook
noodles in salted water for about 8 minutes,
drain. Spoon meat mixture into a 13x9 casserole
dish, top evenly with noodles. Sprinkle with
cheddar cheese. Whip the cream cheese, sour
cream, and milk, pour over noodles. Bake,
covered, in a 350 F oven until heated through
(about 20-30 minutes). Can be made a day ahead
and chilled. If so, allow 1 hour to cook in
oven.
