Pie Dough- Sift together flour, baking powder, soda and salt. Cut in shortening with pastry blender until mixture is coarse crumbs. Add milk and stir until well combined. Turn dough out onto lightly floured board or pastry cloth. Knead gently until smooth. Roll out to 1/4 inch thin, cut into circles with 3 inch pastry cutter. Makes 16 pies.
Filling- Place all ingredients of apple filling into center of each dough circle. Fold over and wet edges with water then seal edges with a fork.
Place a tablespoon or two of shortening in skillet on medium heat until shortening has melted and is sizzling. Place pies into pan and fry on each side until golden brown. Place on towel to drain for 2 to 3 mins. Sprinkle Sprinkle with confectioners' sugar if desired.
