In medium bowl, whisk together eggs, milk, salt,
and pepper.
Add green peppers, stir to combine.
In a large skillet, melt 2 tbsp butter over medium
heat.
Cook eggs until no longer runny. Stir often.
Put eggs on separate plate.
In the same skillet, melt 2 tbsp butter over
medium heat.
Place 1 tortilla shell in pan.
Top with 1/4 cup cheese, eggs, bacon, and more
cheese.
Place second tortilla on top.
Heat for 2-3 minutes on both sides.
Repeat with remaining ingredients.
