Cream together shortening, sugar, brown sugar, peanut butter, and vanilla until fluffy. Add egg and milk, beat well. Sift dry ingredients together and add to creamed mixture. Beat just until well combined. Stir in oats. Spread evenly into greased 9x13 pan. Bake 350° for 20 minutes. Cool.

Frosting-
Sift together powdered sugar and cocoa. Quickly stir in butter, 2-3 T. boiling water, and vanilla. Spread. Cool, Cut. (Frosting makes enough for doubled recipe on cookie sheet.)
