In a mixing bowl, whisk together lemon zest, lemon
juice ans mustard. Add olive oil in a steady
stream whisking constantly, until dressing is
creamy and emulsified. Add salt and pepper to
taste.
Add chopped celery, whole parsley leaves and
Parmesan. Toss to combine. taste and adjust for
seasoning with salt and pepper.
