Combine first 8 ingredients in blender until smooth. Place
liquid and chicken in a large zip lock bag, pressing excess air
out. Marinate for 4 hours in refrigerator, turning chicken
occasionally.
Prepare grill, when medium-hot, grill chicken bone side down.
Cover and cook for about 15 minutes. Turn and cook, skin
side down, covered, until the juices run clear (about 15
minutes).
Transfer to platter, garnish with scallions and serve at once.
