Cook bacon until crisp. Reserve 1 T. drippings. Saute onion in drippings. Stir in flour and salt. Gradually stir in water and broth. Bring to a boil. Cook and stir 2 minutes until slightly thickened. Add rice.
Reduce heat, cover and simmer 5 minutes. Add milk, cheese, parsley and bacon. Cook until heated thru and cheese is melted.
