Ina medium bowl, whick together to combine the milk and sugar untilt hey dissolve, about 1 to 2 minutes on low speed. Stir in heavy cream and vanilla to taste. Add the rum if desired. Assemble ice cream maker and turn on. Pour the vanilla mixture into the freezer bowl and mix.freeze until thickened, about 25 to 30 minutes. the ice cream will have a soft creamy texture. If desired, you may transfer the ice cream to an airtight container and place in the freezer from about 2 hours to "ripen" and firm.
