Use a 9"x9" pan. Place vanilla, chocolate chips, and fluff into a bowl. Heat milk at medium setting until warm, then add the sugar. Boil, while stirring, for roughly eight minutes. Remove from heat and add butter. Stir until the butter is dissolved. Pour hot mix over vanilla, chocolate chips and fluff. Mix until the chocolates are melted. Mix thoroughly and place in pan. Cool, chill, cut, enjoy!
