In large bowl, stir flour and brown sugar. Cut in butter until mixture resembles coarse crumbs. Mix in egg, then 1 & 1/2 cup choc chips & nuts. Reserve 1 &1/2 cups of this mixture.
Press remaining crumb mixture in 9X13 greased pan and bake at 350 degrees for 10 min. Pour condensed milk over hot crust, top with 1 & 1/2 cup toffee bits. Sprinkle reserved crust mixture and remaining 1/2 cup choc chips over top.
Bake for 25-30 min or until golden brown. Sprinkle with remaining toffee bits--cool completely.
