Bring water to a boil in a pan. Add jello and pudding mixes, boil 5 minutes, stirring often. Remove from heat and let cool. Add lemon juice and cool whip. (I use a whire whisk to stir it all up.) Fold in oranges (save out a few orange sections to garnish once salad is set). Pour into a serving dish. Chill for at least 2 hours.
