heat oven to 350 degrees. Mix first 5 ingredients in medium bowl; mix in milk, oil and vanilla with fork until smooth. Pour into ungreased 9 inch or 11 x 9 inch pan; sprinkle mixture of brown sugar and 1/4 cup cocoa. pour hot water slowly over mixture; bake 40 minutes. Dessert will have cake like top and syrupy base. Spoon into dishes; top with ice cream.
