Cake: Cream butter, sugar, and eggs. Sift flour, baking powder, and salt. Add vanilla. Bake at 350 for 25 minutes.
Icing: Bring sugar, milk, and butter to a boil for 1 minute. Remove from heat and add chocolate chips. Stir constantly. Pour over cake, once it has cooled a little. Icing will thicken.
