In a bowl, mix together all of the cheeses (save some of the cheddar for the top), green pepper, cumin, and green onions. Add enough picante sauce so you can spread the mixture on flour tortillas.
Spread the cheese mixture on tortillas and roll up. Place seamed side down in a greased 9x13 baking dish. Top with more Picante Sauce and cheese. Bake at 35 for 20 minutes. Serve with lettuce and tomatoes.
