Prepare filling; set aside. Heat oven to 350 degrees. Grease and flour bottom of 13 x 9 x 2 inch baking pan. In large mixer bowl, sift together flour, sugar, cocoa, baking soda, and salt. Add water, oil, eggs, vinegar, and vanilla; beat on medium speed of electric mixer 2 minutes or until well combined. Stir in chocolate chips. Pour batter into prepared pan. Spoon heaping teaspoonfuls of filling evenly over batter. Sprinkle nuts over top. Bake 50 to 55 minutes or until toothpick comes out clean. Cool in pan on wire rack. Cover; store leftovers in refrigerator.
