Heat oven to 350 degrees. Grease 12 cup fluted tube pan. In large mixer bowl, beat margarine, sugar, eggs, and vanilla until light and fluffy. In separate bowl, stir together flour, baking powder, baking soda, and salt; add alternately with sour cream to margarine mixture. Stir in small chocolate chips. Spread half of batter in prepared pan. In small bowl, combine brown sugar, nuts, and cinnamon; sprinkle evenly over batter. Spread remaining batter evenly over top. Bake 55 to 60 minutes or until golden brown and toothpick inserted in center comes out clean. Cool 15 minutes; remove from pan to wire rack. Cool completely. Glaze with satiny mini chip glaze.
