Melt butterscotch chips with peanut butter over low heat (or in
micro) stir consistently until well blended.
Add rice krispies cereal; stir until well coated. Press half of cereal
mixture into buttered 8x8x2 inch pan. Chill in refrigerator. Set
remaining aside.
Combine chocolate chips, powdered sugar, butter and water. Stir
over hot water until choc. is melted and blended. (or microwave).
Spread over chilled cereal mixture.
Spread remaining cereal mixture evenly over top. Press in gently.
Chill.
