bring water and 1/4 tsp salt to boil in a medium saucepan. Add quinoa; reduce heat, cover and simmer 10-15 minuted or until tender; drain.
Meanwhile, heat oil in a large non-stick skillet over medium-high heat. Add onion, pepper, carrot, ginger, and remaining salt. Cook, stirring often, 5 minutes or until onion is tender.
Stir cooked quinoa, OJ, and cilantro into veggie mixture until well combined.
