Sift all dry ingredients together in a large bowl. Add vinegar to water and mix with dry ingredients. Add melted margarine and vanilla. Pour into well-greased and floured pan.
For 9 x 13-inch pan; bake 30-35 minutes in a 350 degree oven. For 3-8-inch layer pans; bake 23-25 minutes. For cupcakes, bake 15 minutes. Test for doneness as instructed above. Frost with your favorite frosting.
