Place a layer of tomatoes in a sprayed baking dish, sprinkle with onions, lemon peel, salt, pepper, sugar and breadcrumbs. Continue layers until all tomatoes are used up. Sprinkle with lemon juice, top with more breadcrumbs and dot with butter. Bake at 400 degrees for 45 minutes to 1 hour.
