Heat oil over medium heat in dutch oven. Add onions, green pepper, and pork. Saute' until veggies are translucent and pork is no longer pink, approximately 5 minutes. Add garlic and saute' approximately 30 seconds.
Sprinkle flour and paprika over pork/veggie mixture. Cook for about 1 minute. Add Hoppin' John, Sauerkraut, broth, salt, and pepper. Bring to boil. Stir in rice. Reduce heat to low, cover and simmer approximately 25 minutes.
Uncover and cook on low until liquid is absorbed and desired consistency is reached.
