Mix beef, cracker crumbs, onion, egg, salt and milk. shape into small balls. Brown in skillet. Drain grease. Add chopped carrots, green pepper and onions and saute on low until vegetables are soft.
For sauce combine cornstarch, brown sugar, vinegar, ketchup and water. Cook over medium heat. Add pineapple.
Place meatballs and vegetables in small roasting pan. Cover with sauce and fruit mixture. Bake at 300 F for 30 minutes
