Blend flour, baking powder, salt and pepper. Cut butter into dry mixture utnil it forms coarse crumbs. Stir in cheddar cheese until blended (use your hands).
Add milk slowly until a soft dough forms. Form a ball, knead about 10 times on a lightly floured surface.
Make 1 inch thick roll and cut into desired shapes. Sprinkle with cheddar cheese and brush with milk. Bake for 15 minutes or until golden brown.
