Heat brown sugar, powdered sugar, butter, ice cream, cinnamon and nutmeg slowly until it is like cake batter. Place in small containers in freezer until frozen.
To serve - place 1 heaping Tbsp of batter in each mug. Add 2 0z of rum. Fill mug with boiling water and stir.
Sprikle with nutmeg and enjoy.
