Combine beef, onion, egg, rice, 1/4 c water, salt, pepper and tomato paste. Shape into balls.
Combine tomato soup, chili powder and water in large saucepan. Bring to a boil. Add meatballs and reduce heat. Occasionally covering meatballs with sauce.
Simmer on low for 45 mins or until cooked all the way through.
