Cook whole cauliflower, covered, in one inch boiling water (with salt added) for 15 minutes. Add green beans and continue cooking for 10 minutes. Drain, saving liquid.
In another pan melt margarine. Add flour, pepper, onion, and gradually add 1 cup of reserved liquid from vegetables, stirring the whole time.
Heat sauce until thickened, then add lemon juice. Put cauliflower and beans in a serving bowl, and pour sauce over top.
