Cook chipped beef in 2 T. melted butter until tender.
Make white sauce by combining 3 T. butter, 3 T. flour, and milk. Add the cheese and stir until smooth.
Arrange cooked noodles and meat sauce in layers in buttered casserole. Mix reserved 2 T. cheese with bread crumbs and 2 T. melted butter; sprinkle over the top.
Bake at 375 degrees for about 25 minutes.
