5. Cook onions in butter for 2 minutes, stir occasionaly.
6. Stir in flour, salt and pepper.
7. Cook and stir constantly until bubbly. Then remove from heat.
8. Stir in milk and 1½ cups of cheese. Heat to boiling, stiring constantly for 1 minute.
9. Spread potatoes in ungreased 1½ quart casserole and pour the cheese sauce on top.
