Cook onion in 2 T. butter. With rest of butter melt and whisk in flour. Stir 3 minutes. Add onion. GRadually add broth and milk, whisking constantly.
Bring to a boil. Stir occassionally until thickend (5 min). Stir in spices. Add beans, chiles, chicken and cheese. Cook on low for 20 min. Add sour cream just before serving.
Can also be made in a crock pot. Substitute reg. milk for evap milk and add cheese and sour cream just before serving.
