Preheat oven to 350; line 2 large baking sheets with parchment or silicone baking mats.
To make cookies, whisk together dry ingredients and spices and set aside; in large bowl whisk together sugar and oil; add pumpkin puree and whisk until combined; add eggs and extract and whisk until combined; sprinkle dry ingredients over pumpkin mixture and whisk until fully incorporated.
Drop heaping tablespoons of batter onto prepared baking sheets; bake until cookies are starting to crack on top and toothpick comes out clean, about 15 minutes; let cool completely.
To make filling, beat butter until smooth, add cream cheese and beat until well combined; add powdered sugar and extract, beat until just smooth; spread filling onto half of cookies, top with remaining cokkies; refrigerate at least 30 minutes before serving.
