Heat 2 Tablespoons olive oil in a medium sauté pan. Sauté shallots, scallions, peas, and red pepper until pepper is tender. Set aside to cool.
In a large bowl combine all remaining ingredients. Add red pepper mixture. Divide mixture into twelve equal sized pieces. Roll each piece into a patty.
Heat remaining 2 Tablespoons of olive oil. Cook patties until golden brown on both sides.
