Combine 1 cup flour, powdered sugar and salt in a mixing bowl. Cut in butter until mixture resembles coarse crumbs. Press into an 8 x 8 x 2-inch pan, lined with foil and sprayed with cooking spray. Bake at 325 for 15-20 minutes until slightly golden around the edges. In a bowl, mix by hand, sugar, 2-1/2 T. flour, baking powder, 1/8 tsp. salt, eggs, lemon juice and rind. Spread over baked layer. Return to oven and bake at 325 about 25-30 minutes. Cool and glaze.
