Brown ground beef. Drain. Add onion and garlic and cook 5 minutes or until tender.
Cook rice in 2 cups water to which 1 tsp. salt has been added until most of the water has been absorbed. Rice should not be fully cooked.
Add rice to meat mixture and salt and pepper to taste.
Stuff peppers with meat and rice, place in a large Dutch oven, and pour tomato sauce over top. Cover and simmer on low for about 30 minutes, or until peppers are tender.
