Toss potato slices in water and cream of tartar. Drain. Lay half of potatoes in bottom of slow cooker sprayed with cooking spray.
Top with half the onion slices, flour, garic powder and pepper. Add remaining potatoes and onions. Sprinklie with remaining flour, garlic powder, and pepper.
Add butter and undiluted soup. Cover. Cook on high 3-4 hours or on low 7-9 hours.
Garnish with ceese just before serving.
