bring the water, sugar, and ginger to a boil in a heavy saucepan. Let the mixture boil for 2 minutes, then take it off the hear and let it stand for 5 minutes.
strain the ginger our of the syrup, and add the vinegar, salt, and chili paste. whisk well, the dressing will keep in the fridge, covered, for at least 2 weeks.
