In a microwave-safe bowl, melt 1 cup chocolate chips. Cool slightly. In a mixing bowl, cream 1/2 cup butter and 1 cup sugar. Add eggs and 1 tsp vanilla; mix well. Stir in melted chocolate. Combine 1 1/4 cup flour and baking soda; add to batter. Stir in optional walnuts.

Spread into a greased 13x9x2 casserole, baking dish. Bake at 350 for 16-22 minutes or until a toothpick inserted near the center comes out clean. Cool on a wire rack.

In a mixing bowl, cream 1/2 cup butter , 1/4 cup sugar and brown sugar together. Beat in milk and 1 tsp vanilla. Gradually add remaining flour. Stir in remaining chocolate chips. Drop by tablespoonfuls over cooled brownies; carefully spread over top. Cut into squares. Store in the fridge.
