Soak beans in water and salt, overnight. Bring to a boil, reduce heat and simmer until tender for about 40 minutes. Drain beans, reserve liquid.
In large covered skillet heat oil/margarine; add garlic, green onion, lime juice, cloves, parsley, pepper.
Add the drained beans and sauté for 5 minutes. Add rice and the bean liquid. Bring to a boil, cover reduce heat and simmer for 20-25 minutes, without stirring.
