Combine flour, sugar and baking powder.
Cut in butter until mixture resembles coarse crumbs.
Stir in eggs, stir until mixture is smooth.
Reserve 1/2 of mixture; press remaining mixture in bottom of a greased 13x9x2 inch baking pan.
Spread jelly evenly over crust.
Sprinkle 1 cup peanut butter chips over jelly.
Crumble remaining dough over peanut butter chips.
Bake at 375 degrees for 30 to 35 minutes or until lightly browned.
Remove from oven; immediately sprinkle with remaining peanut butter chips.
Cool completely; cut into squares.
