Heat oven 400. Cook and stir ground beef in 10-inch skillet until brown; drain. Stir in catsup, water, onion and bouillion. Heat to boiling; reduce heat. Simmer uncovered, stirring occasionally, minutes.

Mix baking mix and milk until soft dough forms; beat vigorously 20 strokes. Spread half of the dough in ungreased square pan, 8x8x2 inches. Top with beef mixture. Drop remaining dough by spoonsful onto top; sprinkle with paprika. Bake until light brown, about 2 minutes. 8 servings.
