In a medium saucepan, melt the butter over medium heat. Add the flour, salt, and pepper; stir to mix well. Gradually add the milk; bring to a boil and cook until thickened, stirring constantly. Sprinkle 1 1/2 cups cheese over the macaroni in the baking dish and top with half of the white sauce. Repeat the layers once more then top with the remaining 1 cup cheese.
