Mix together flour, cayenne, salt and paprika. Heat oil in deep fryer to 375. Sprinkle chicken wings with flour mixture until evenly coated. Cover and refrigerate for 60 to 90 minutes. Fry coated wings.
Combine butter, hot sauce, garlic powder and pepper in small saucepan until melted together. Place wings in a serving bowl and add hot sauce mixture and stir together.

Suggestions
Can also add 1/4 honey to hot sauce mixture. Serve with celery and ranch dressing.
