Sift the first 5 dry ingredients together into an 8-inch baking pan. Mix the water, oil, vanilla, and vinegar in a measuring cup, pour over dry mix and stir until mixed. Bake 25-30 minutes.
Frosting- Mix butter, 2 Tbsp cocoa, 1/2 cup sugar, and milk in a saucepan. Bring to a boil for 1 minute. Remove from heat and stir until it cools. Add vanilla and frost cake.
