Slice or shred cabbage and carrots and toss together. Mix oil, sugar, vinegar, and pepper in a small bowl and set aside.
Break the ramen noodles up inside the package. Put the almonds and noodles in a frying pan and dry fry tossing constantly until they start to brown. Take off heat and remove from pan.
Mix liquid ingredients with cabbage mixture and toss well. Put the bowl in the fridge for an hour, stirring occasionally.
10 minutes before serving toss in the ramen and almonds, topping with chopped green onions.
